46-year-old Russell Westmoreland was arrested on charges of possession of a schedule 1 or 2 controlled substance, meth or cocaine, possession of firearms by certain persons, third-degree domestic battering, kidnapping, first-degree terroristic threatening, and possession of drug paraphernalia. He was taken to the Izard County Jail.
