
In the spirit of those who established Missouri State University-West Plains (MSU-WP) more than 60 years ago, campus officials presented Carol Silvey, West Plains, with the prestigious Granvil Vaughan Founder’s Award during Saturday’s commencement ceremony at the West Plains Civic Center.
The award, named in honor of the campus’ founder, the late Missouri State Rep. Granvil Vaughan, was presented to Silvey by MSU-WP Chancellor Zora Mulligan. The award is given annually at commencement to recognize individuals who have made a significant impact on the mission of MSU-WP. Silvey is the 26th recipient of the award.
“Carol exemplifies the qualities this award was established to celebrate. Her lifelong commitment to education and community engagement in this region have had tremendous lasting impact on this campus and the students we serve,” said Mulligan.
Silvey is a graduate of Ava High School and received a bachelor’s degree in history education from Missouri State University in 1964. She earned a master’s degree in educational administration from the University of Missouri.
Silvey was employed at MSU-WP for 38 years. She was a history instructor from 1968 to 1991, then worked as a director of development until 2006. After her departure from the campus, she served as vice president of advancement for the Community Foundation of the Ozarks and the Ozarks Medical Center Foundation.
Through her development roles, Silvey helped grow fundraising for and engagement with the Missouri State-West Plains campus. Her development work also helped rural schools establish foundations to maintain quality public education through private giving.
Representing the eighth congressional district from 2017 to 2023, she served as a member of the Missouri State University Board of Governors. She served as chair of the board in 2022.
Silvey has been a staunch supporter of the Missouri State University system. She is a member of the Missouri State University Foundation’s Board of Trustees, and a Sterling Medallion member of The Founders Club, which recognizes significant donors whose financial support provides and encourages many aspects of higher education for Missouri State University. Her gifts have provided meaningful support for the following at Missouri State University-West Plains:

- Carol Bell Silvey Scholarship
- Clyde and Joyce Bell Elementary Education Endowed Scholarship
- TJ Swift House ASCEND Program Sensory Garden
- Friends of the Garnett Library

Beyond the university, Silvey is widely known for her volunteerism and dedication to public service. She has served on numerous university, civic, and governmental boards and committees and has consistently supported initiatives that benefit both the campus and the broader community. Those include, but are not limited to:

- MSU-WP development ambassador
- Missouri Historical Society
- Young Visionaries of West Plains
- Rural School Collaborative (charter member)
- Missouri Humanities Council
Through decades of leadership, advocacy, and service — as an educator, administrator, volunteer, and community partner — Carol Silvey has played an extraordinary role in shaping the success and legacy of Missouri State University-West Plains. Her contributions embody the values of vision, dedication, and community engagement honored by the Granvil Vaughan Founder’s Award.
