Independence County authorities have arrested a man on rape charges from incidents back in 2009 and 2014. 29 year old Thomas Cody Kramer was arrested after a victim called the Arkansas State Police Sexual abuse hotline and reported that Kramer had sexually abused her while she was a child. Kramer is being held in Independence County on rape charges.
