Two West Plains residents were arrested by the Highway Patrol last night in Howell County. 39 year old Timmy Frazier is charged with felony tampering with a motor vehicle second degree, prior offender and 36 year old Casey O’Shaughnessy was charged with first degree felony tampering with a motor vehicle. Both were taken to Howell County jail and placed on a 24 hour hold.
