A Hartshorn man has been arrested on domestic assault charges. The Texas County Sheriff’s Department arrested 40 year old Charlie Kennedy on Monday for felony third degree domestic assault and felony second degree kidnapping. He was taken to Texas County jail and bail was set at $200,000
