A Sex offender was arrested Tuesday for non-compliance in Baxter County. 44 year old Phillip Wilcoxen of Pine Bluff was arrested for failure to comply with sex offender registration and parole violation. He was taken to Baxter County Detention Center and bond was set at $15,000. He will be in court June 25,
