A Melbourne Arkansas man has been charged with identity fraud. 34 year old Zachary Haley was arrested after Izard County authorities received a report from a victim that her cell phone account had been used without her consent to order a new phone, which she never received. Haley was a sales person at a local cell phone store and had ordered the phone for another person. Haley is charged with felony non-financial identity fraud and felony criminal attempt to commit theft of property during a state of emergency.
