Monday evening the West Plains City Council met to appoint a new council member to fill the position left open when Mike Topliff was appointed Mayor, following Jack Pahlman’s retirement. There were five candidates that applied for the position and the council chose John Niesen to fill the position. Neisen will be sworn in on May 17th and will be finish the term through April 2022.
