A Batesville man was arrested after he was found lying in the passenger seat of a car at a business parking lot. 41-year-old Kelly Cowan allegedly told police he was waiting for a woman in a house next door to the parking lot to get home. Cowan was allegedly under the influence of a stimulant. Cowan had multiple active warrants for his arrest. Officers found 9 grams of meth and a .38 caliber handgun with a magazine holding nine unspent rounds. In the trunk of the vehicle, they found a stolen Missouri License Plate. Cowan is charged with possession of firearms by certain persons, possession of a controlled substance, simultaneous possession of drugs and firearms, and theft by receiving. He is being held on a $150,000 cash-only bond.
