The owner of a construction company in Salem Arkansas faces felony charges for allegedly writing hot checks for thousands of dollars for supplies at All Steel in Viola. Gerald Stellar, the owner of Stellar Construction has had his accounts frozen by the IRS and state. An injunction has been filed by the Arkansas State Contractor’s Board with the State attorney General. Stellar has been told that under no circumstances is he to perform work anywhere in Arkansas.
