A West Plains man has been sentenced to 13 years in prison. 63 year old Robert Lon Cowling entered an Alford plea to charges of 1st degree tampering with a motor vehicle, stealing a motor vehicle and attempted stealing of $750 or more. The Charges stem from an incident at the Gist Conservation Area Shooting Range, where he attempted to take a mans rifle, then stole his vehicle.
