40-year-old Samuel William Shirley was arrested on charges of second-degree terroristic threatening, careless driving, refusal of a BAC, failure to use an ignition interlock device on a motor vehicle, non-payment of fines, and DWI or BWI third offense. He was taken to the Baxter County Detention Center and his bond was set at $5,145.
