U.S. marshals have arrested a man near West Plains on charges of rape and incest. 35-year-old William Henry Hess Jr was arrested earlier this week on several active felony warrants from Butler County Pa. Hess is charged with 1st-degree rape, sexual assault, statutory rape of a person less than 14 years old, and strangulation. Hess was arrested east of West Plains on county road 8040.
