An elderly Woman from Licking has hit an Amish Buggy for the second time in less than a year. 83 year old Clarissa Rose Smith hit the buggy of Shafer Road. Four teenagers were in the buggy and suffered only a few scraps and bruises. In September of last year, Smith hit a Buggy on the same roadway. Smith was cited for Careless and Imprudent driving.
